If you want to develop applications for the .NET Framework 1.1 and want to
use VS .NET, you need to upgrade to VS .NET 2003. If you don't need VS .NET
and can rely on another IDE/Text editor, all you need are the compilers,
which are part of the .NET Framework and the .NET Framework SDK.
