How can I determine if .NET needs to be installed on my system?

Is there any way to determine if I have programs that need to have .NET
(1.1, 2.0, or 3.0) installed on my system?

They will tell you when you try to run the app if the framework is not
installed.

Try and run them ....

If it falls over then you know you need .NET or a new pc :)
