Configuration utility missing

Hello..
I've installed .NET framework 2.0 on a MS Windows Server 2003 SP1 and
I can't find Framework utility 2.0 under Administative tools. The same
thing happens on Windows XP SP2.
Am I forgeting somthing to install?

To answer to my own question... Yes... I am forgeting about SDK.
But if I want not to install the SDK, and I want to set some
permisions to an assembly, how can I do that?

I used caspol with some options like : -machine -addgroup All_Code -
url http://localhost/* FullTrust -n Applet
