I would guess interop into appropriate WIN32 API

Hi,

You can use SHFormatDrive to bring up the shell's Format dialog and use it
to format the disk:

Here's the P/Invoke declaration in c#:

http://pinvoke.net/default.aspx/shell32.SHFormatDrive

Please note this will always bring up the dialog before formatting the
disk, but you will be able to specify which disk to format and other
options such as whether or not to use "Quick Format"; you could also get
the format result from the function's return value.
