Application Always compiles

Hello:
When I make modifications to my code and build, VS2003 will compile the
entire solution, which is what it is suppose to do, GREAT!!!.  However, if i
have not modified the code and select Build->Build Solution menu item, it
build the entire solution again. how do I stop VS2003 from doing this.

Does not sound alright.

How does the behavoior of Build -> Build Solution differ from Build - >
Rebuild Solution on your system?
