I got an answer, but there were no meat on the bones.
I am looking for a how-to answer.
Webclient turned out to be useless for sending an xml file.
HTTPWebRequest seems to be a lot more useful.

You can post anything you want with WebClient -- see UploadData() or OpenWrite().
