I have been trying to install framework 1.1 and get the same error: Iexpress
setup has encountered a problem and must close. Any advise would be
apprieciated!

I had the same problem. Check if you have mscoree.dll file in your
system (or system32) directory, if it's there (and you don't have .NET
2.0) delete it.
