.NET is a separate download redistributable that is installed separate from
other applications. It is not included in Service Packs either.

minor correction: the framework is not included in a _downloaded_ service
pack. If you get the XP SP2 on CD, or a new version of XP, you will have
the framework.
Also, the framework is installed with the Express language products as well
as WebMatrix.
