MS Development Environment has not been installed

I am getting the following error message upon startup of Visual Studio .net
V2002

"MS Development Environment has not been installed for the current user.
Please run setup to install the application."

Searching Microsoft, I came up with a solution that envolved deleting a key
from the registry. I do not have the following key in my registry.

HKEY_CLASSES_ROOT\Licenses\C4B8C1BC-A36C-4723-AF48-F362BFAB9DF5

Also, to the best of my recollection, I never had VS .net Beta 1 installed
on my computer, as they suggest is the root of the problem!

Suggestions on what I should do now?

You could try this:
run Setup while logged in as the current user and select the Repair option

Already tried that a couple of times. No Joy. In fact, I'm not even sure the
"repair" worked  since when I clicked on the "Display Log", gave me an empty
file!

I think my next step is going to uninstall VS .net and reinstall.

I can't uninstall VS. net!!  I get a message dialog:  There is no disk in
the drive. Please insert a disk into drive. I can't "see" a drive letter on
the message. The buttons are "Cancel", "Try again", and "Continue."

I tried to uninstall via Windows Add/Remove. I also tried to reinstall by
inserting Disk 1 into my CD Drive. I get the same results. Clicking "Try
Again", just repeats the message. Clicking Continue gives the same message
for 3 clicks. Then the VS.NET maintenance Screen appears. Clicking
Repair/Reinstall . After serveral minutes, on a 3.2 gig system, it runs
through what look like set up. I files being copied. It then says, "Setup is
complete." Clicking on "View Setup Log", gives a filename with an error
Message, "Cannot Find" followed by a file name. The "View Setup Log" points
to a path on the d: drive. I did a search and found the setup log. The error
messages I found in it were:

I have no idea how to proceed now. Appreciate any and all help you can give
me.

Sorry if I'm not as knowledgeable about this stuff as I should, but I'm not.
So, thanks for the help, but I do need a little more information on what you
mean by "free customer support."

I assume that you purchased your copy from a retailer and are having a
difficult time installing it.  In that case, the cost of customer support
for your issue is zero.  Simply call Microsoft product support and explain
the issue.  The will work through it with you.  The contact information is
