Fresh Framework 1.1 install on Win2000 SP4: error cscomp.dll cannot be witten to folder check user rights

Hello everyone... here's the deal.

I have searched everywhere I could to find the answer to this problem, but
it seems I'm the only one with this particular installation error. When
installing the framework, I recieve an error writing to the c:\winnt\.Net\
subfolder for the cscomp.dll file. This computer is on a Win2000 domain, but
I have tried the installation logged in as both the network admin and local
admin with the same results. During the installation, I have specified the
installation folder to accept full control from every user on the system. I
used the event viewer to watch the messages and somehow it seems that the
user is changed during installation. Some files are already installed in the
target directory before the error is given. I am at a loss. The only place I
found a similar error reported was fixed when the user logged in as the
local admin. There was also one incident where the temporary files didn't
have access to a folder, and the person had to grant the user rights to that
temporary folder, but none of these fixes has helped. if anyone out there
has a idea (short of a Windows re-install) please let me know. Thanks

By going through the event viewer, I have seen this error message from
"userenv" stating that the windows could not determine the user or computer
name. Does this help?
