Sending e-mails to a hotmail account

I have been trying to send a message from my outlook express account to a
recipient with a hotmail account and it keeps being returned to me stating
the following message:
***********@hotmail.com>: delivery temporarily suspended: connect to
mx2.hotmail.com[65.54.245.40]: Connection timed out

I do not understand, I have changed my time out facilities to long but it
still will not go through to the account.

I know that the account is still valid because my friend has sent e-mails to
hotmail.

Can anyone please explain what I need to do on a basic level.

Yes, contact Hotmail support or post in a Hotmail-related newsgroup. You'll
get a better response.
