Interactive Desktop Character, general questions

Hi,

I would like to develop an application for children that would show an
animated character on the desktop. The user could be able to interact with
it and minimize the application. The character could be able to "walk" on
the Windows Taskbar or things like that.

I have litterally no idea how developpers do that and I'm at the feasability
analisys stage.

Can you professionnals tell me where to start?
