Does Software Development Kit for Windows Mobile 2003-based Pocket PCs
include the SDK for ActiveSync?

If not, where can I find it?

Yes, once installed the header files for RAPI etc are placed in the
\ActiveSync\Inc below the SDK install folder.
There are also some samples and a debugging tool.
