Symbol MC9000 deployment issue?

I'm developing a VB.NET 2003 application for a Symbol MC9000 device with
Windows Mobile 2003.
.netcf 1.0 SP3 is installed on the device.

If I deploy the application using Visual Studio, the menu on the main form
shows correctly.

If I install the application using the cab file, the application starts, but
no menu shows on the form.

Is this a known deployment issue, or have I misconfigured something?

My development environment sounds similar to yours (Symbol MC90xx
devices, Visual Studio .NET 2003, etc.).  Are you running this in
Symbol's AppCenter environment?
