The standard icon sizes are 32x32 and 16x16. I believe that, if you provide
both of those sizes in the single icon that is used, you'll get the right
thing both on the start menu and in the file explorer.

How did you make the original icon? Use the same tool for this and add
another image size to the same icon!

You can try GifMovieGear http://www.gamani.com/ or Microangelo.
I recommend GifMovieGear + Photoshop for icons.
Remember that WinCE menu icons must have 256 colors, don't try 32bit
transparency or they'll be messy :)
