Free Sql Express Command/Query Tool?

Is there a free Command/Query Tool for Sql Express?  I have seen posts
for commercial tools but I need a simple tool to allow creation of
databases, entry of create commands, stored procedures, and ability to
run simple queries.  

Something that I can install on a client machine w/out offending the
License gods!

Hi David,

There is one here:

I warn you it's not bug free, althought for the simple tasks you have
listed there should be no problem. You can try it out to see whether it
fits your need. In a while we will upload a much more complete and
robust version based on framework v.2, which I am sure you will be able
to enjoy fully.

For any problem or suggestion just let me know, it will be most
welcome. It will be fixed or added immediately. We are working on it
right now. Thank you.

Have you taken a look at the Microsoft SQL Server Management Studio Express?
It's still in Community Tech Preview mode, but it works, and will do what
you need.  I use it a lot.
