Yes.  Though it is not from Microsoft.

Go to www.go-mono.com.  It is an open source
implementation of the .NET Framework and C# language.  I
have it running on my G4 cube with OS X.1

It's not Visual Studio .NET but there is a version of parts of .NET in the
Shared Source Common Language Infrastructure (AKA Rotor) available for
research use from Microsoft. This includes a C# compiler among other things.

for more information and downloads. This implementation builds and runs on
Windows XP, the FreeBSD operating system, and Mac OS X 10.2.
