Determining a users country and time zone

Hi,

I know this has been asked before but the answers I've seen don't
answer my question.

When a web surfer visits a site, is there a way to detect what region/
language there PC is setup on? I've seen solutions that involve IP
lookups to determine country, but I don't think this is the right way.
I've used a German womans laptop in the US through a wifi connection
and all sites that I visited defaulted to German even though I was
assigned a US IP.

How would I go about this?
