Webparts Browse Mode Only

I've got a web app developed around webparts. On my local dev machine (XP
Pro) it works properly. When it is moved to the production server the
dropdown that I have displaying all of the "SupportedDisplayModes" only shows
the "browse" mode.

The destination machine is a W2K machine with .net 2.0 and IIS 5.

I have copied the web.config file directly over to my dev machine, the app
still runs correctly so the connection strings and DB setup are correct.

Anyone have any ideas on why the only mode available to the page is browse?

By removing anonymous access to the site the different modes become
available. Is this the correct answer or is there a better way?
