I want to apply this style
input
{
background-color: "#FFFFC0";
border-style: solid;
border-width: 1px;
}
but only for input of type text. Do I have to use classes and tediously
update every occurance of a text input type to that class, or is there a way
of making the distinction right here in the css?

You can add classes differently to different elements.
All elements =
.input
{
background-color: "#FFFFC0";
border-style: solid;
border-width: 1px;
}
Table cell only (example):
TD.input
{
background-color: "#FFFFC0";
border-style: solid;
border-width: 1px;
}
INPUT.input
{
background-color: "#CCFFFF";
border-style: solid;
border-width: 1px;
}

there is no type selector in css, so you need to add the class. can be done
in client script or in the codebehind.
