If you have an ASPX app which calls a WebSvc do you need to deploy the
WebReference folder or not?

bin\foo.dll
foo.aspx
webREference? needed or not?

Nope.  Once you create the refernce the rpoxy calss gets created with
it.  That proxy calss then gets assembled in "foo.dll"  So you should
be all good to go.
