I'm not an expert on that stuff, but I have already some contact with
it.
First, the mobile device you want use in your tests, has to have the
compact framework (2.0) if you're programming with VS2005, second you
have to gave the activesync installed on your computer, you can find it
here (http://www.microsoft.com/windowsmobile/downloads/activesync38.mspx
).
You have two ways to test your apps, you can test it in your PPC
Emulator or direcly to the PPC device (that's is slower), having
activesync installed u just deploy your application to the Mobile Device
inspite of use the emulator... and wait and enjoy... ;-)

I have never devloped an app for a mobile before and would like to.
My question is, where do you start? I mean after i make my initial hello
world say, how do i test it on a mobile?
Any help on basic getting started tutorials would be great, as i said

And
what needs to be considered that is fundamentally different to writing a
normal app?
